Synopsis of the "Technical Intern Training Program" Japan
Technical Intern Training Program allows technical intern trainees to acquire and master the skills of the Japanese industries and professions under the employment relationship for a maximum period of 5 years. Accepting methods are generally classified to either Individual Enterprise Type or Supervising Organization Type (2 below). In case of the Supervising Organization Type (Note), technical in tern trainees participate in courses (Japanese language education, training program regarding legal protection, etc.) once they arrive in Japan, and then acquire the practical skills under the employment relationship with the implementing organizations. A maximum of 3 years of technical training is possible by obtaining permission for transition to “Technical Intern Training (ii)” (3 below) when they are recognized that their level of mastering the skills has exceeded a specified level.
(Note) Implementation of courses is required for the Individual Enterprise Type too, but the implementation period differs.
Applicant Fees Structure : N5 – Rs. 1,60,000 + Applicable Taxes
There are two types to accept new technical intern trainees.
1. Individual Enterprise Type: Japanese companies (Implementing Organizations) that accept and provide technical intern training for employees of overseas companies, joint venture companies and business partners.
2. Supervising Organization Type: Organizations ( Supervising Organizations) that accept technical intern trainees and provide technical intern training at their member companies (Implementing Organizations), etc., and are not profit organizations such as chambers of commerce and industry. Furthermore, depending on the content of the activities performed by technical intern trainees, each of these two types can be categorized into activities for acquiring Skills in the first year and activities for becoming more proficient in acquired Skills in the secon d and third years, and the corresponding Status of Residence is categorized into four “Technical Intern Training” categories.
Technical intern trainees may transfer to Technical Intern Training (ii) after passing the National Trade Skills Test Basic Grade 2, etc., for the occupational and work type the relevant trainee will perform following the completion of Technical Intern Training (i) and obtaining change of Status of Residence approval. In such cases, technical intern trainees must study the same Skill at the same Implementing Organization where the relevant Skills were acquired at the time of Technical Intern Training (i)
Entry and Residence Procedures
Implementing Organizations (Individual Enterprise Types only) and Supervising Organizations that accept technical intern trainees shall first submit applications for Certificates of Eligibility for the Status of Residence at the relevant Regional Immigration
Bureau. This certificate is evidence that the relevant applicant Technical Intern Trainee complies with the approval requirements prescribed in the immigration laws and it is effective for a period of three (3) months. In addition, Supervising Organizations are required to obtain approval or submit notification as an employment agency business in order to accept Technical Intern Trainees.
Foreign nationals who wish to enter Japan as Technical Intern Trainees must hold a valid passport and visa. Applications for visas shall be made by presenting a Certificate of Eligibility for the Status of Residence, etc., to a Japanese diplomatic mission overseas. Technical Intern Trainees will be permitted to perform activities once a passport and visa, etc., are presented to an immigration officer at a Japanese airport or seaport and a landing permit for Status of Residence “Technical Intern Training (i)(a) or (b)” for one year (or six (6) months) has been obtained.
Technical Intern Trainees transferring from Technical Intern Training (i) to Technical Intern Training (ii) shall apply for approval to change the Status of Residence at a Regional Immigration Bureau after passing the National Trade Skills Test Basic Grade 2, etc., for the occupational and work type the relevant Technical Intern Trainee will perform following the completion of Technical Intern Training (i). An application to obtain a change of Status of Residence must be submitted one month prior to the expiry of the Status of Residence
Technical Intern Trainees may apply to renew the duration of the Status of Residence for Technical Intern Training (i) (in the event the duration of the Status of Residence is six (6) months) and Technical Intern Training (ii) at a Regional Immigration Bureau for a maximum period of five (5) years. An application to renew the duration of the Status of Residence is recommended to be submitted one month prior to the expiry of the Status of Residence.
Role and Scope of Supervising Organizations
The role of accepting Technical Intern Trainees by Supervising Organizations such as societies of commerce and industry is extremely important. Supervising Organizations are responsiblefor accepting Technical Intern Trainees under their own supervision and are required to verifyand ensure that the technical intern training at each company (Implementing Organization) is performed appropriately during the term of the Technical Intern Training (i) and Technical
Intern Training (ii).
(b)General knowledge regarding everyday life in Japan
(c) Necessary information regarding the legal protection of Technical Intern Trainees
such as the Immigration Control and Refugee Recognition Act and Labour
(d)Provide information which contributes to the efficient acquisition of Skills, etc
As of April 1, 2016, there are a total of 74 occupations and 133 work types after combining the occupations and work types of the National Trade Skills Test based on the Human Resource Development Promotion Act and the occupations and work types based on the public evaluation system approvedby MHLW. Of these occupations and work types, the National Trade Skills Test accounts for 54 occupations and 84 work types and the public evaluation system approved by MHLW accounts for 20 occupations and 49 work types.
The requirements for a person to enter Japan as a technical intern trainee are stipulated in the relatedlaws and regulations of the Ministry of Justice as follows.
1) Technical intern trainee must be age 18 or over and must be scheduled for engaging in the work
which requires the technical skills acquired in Japan after his/her return to his/her home country.
2) The skills to be acquired must be impossible or difficult to obtain in his/her home country.
3) Technical intern trainee must have working experience which requires the same type of technical
skills as one that is the subject of technical intern training in Japan.
4) Technical intern trainee must be recommended by the national government or local governments
of his/her home country
